Sector-specific areas of focus
The AIGDD’s remit is cross-cutting.
The AIGDD’s remit is cross-cutting. It may apply to various development sectors where institutions need to strengthen the governance, planning, management, monitoring, evaluation or oversight of their interventions. The areas set out below represent fields of application for this remit; they do not confer upon the Agency responsibility for the conduct of sectoral policies or any regulatory powers of its own.
Agriculture, food security and sustainable development
In the agricultural and food security initiatives entrusted to it, the AIGDD organises the systems for planning, coordination, monitoring and evaluation. The aim is to link sectoral priorities, institutional responsibilities, the resources mobilised and the expected outcomes.
Environment, climate and natural resources
The AIGDD can establish the management frameworks required to monitor environmental and climate programmes: responsibilities, risks, indicators, data, reporting and evaluation. This approach supports a more consistent approach to commitments and actions.
Water, sanitation and water resources management
The initiative focuses on establishing the governance, planning and monitoring mechanisms for the programmes in question. Clarifying responsibilities, ensuring data reliability and monitoring commitments enhance the continuity and control of operations.
Infrastructure, transport and regional development
For infrastructure and regional development projects, the AIGDD can provide support with investment planning, the organisation of project management, monitoring of implementation, risk management and the evaluation of results, whilst respecting the technical and institutional responsibilities of each stakeholder.
Industry, trade and economic development
The AIGDD can help to structure the management and performance frameworks associated with programmes for productive transformation, competitiveness or economic development. Its role focuses on ensuring consistency in terms of responsibilities, resources, monitoring mechanisms and expected outcomes.
Employment, entrepreneurship and skills development
Programmes focusing on employment, entrepreneurship or skills development can receive support with their design, coordination and monitoring. The schemes are tailored to the objectives being pursued, institutional capacities and the data required to evaluate outcomes.
Education, training and human capital development
The AIGDD focuses on the governance, planning and performance mechanisms of education and training programmes. This steering process links objectives, responsibilities, resources, indicators and evaluation in order to support a more controlled delivery of interventions.
Health, wellbeing and social protection
In these sectors, the AIGDD can strengthen governance frameworks, coordination between stakeholders, performance monitoring, risk management and data utilisation. Its support focuses on the management mechanisms required to ensure the continuity and evaluation of programmes.
Governance, institutions and public administration
This area lies at the heart of the AIGDD’s remit. The Agency supports efforts to clarify responsibilities, improve institutional processes, structure management systems, modernise governance mechanisms and strengthen transparency and accountability.
Human rights, justice, peace and security
When programmes falling within these areas are entrusted to it, the AIGDD is involved in their governance structure, planning, coordination mechanisms, monitoring and evaluation, whilst strictly adhering to institutional mandates, applicable rules and the relevant sectoral responsibilities.
Science, technology, innovation and digital transformation
The AIGDD supports the governance and management frameworks for scientific, technological and digital programmes. Its remit covers, in particular, the organisation of responsibilities, data governance, monitoring systems, decision-making information and the digital transformation of management tools.
Culture, heritage and tourism
In initiatives relating to culture, heritage or tourism, the AIGDD can provide support with programme design, institutional coordination, monitoring of investments, measurement of outcomes and knowledge transfer, without superseding the technical or regulatory expertise of sectoral institutions.
Social Development and Information
Social development programmes can be supported in their governance, coordination, monitoring and evaluation. The AIGDD can also establish the data and information mechanisms required for decision-making, accountability and the assessment of social outcomes.
This multi-sectoral approach forms part of a single mandate: to strengthen the governance and management capacities that determine the quality of policies, programmes and projects, regardless of the sector or geographical area in which they operate.
